Expert PMs who know your technology and your operations.

Chesapeake Systems is a specialist IT project management practice. We lead and rescue complex projects and programs end-to-end. Our project managers have the industry experience, domain depth, and technical expertise to successfully deliver your most time-sensitive and valued initiatives.

We built our practice around the research-backed best practices that enable enterprise project success.

Decades of industry research tell the same story — enterprise IT programs overrun, underdeliver, or stall outright at rates that haven't meaningfully improved. The cause isn't talent or tooling. It's a small set of disciplines that separate programs that land from programs that quietly slip.

Four disciplines that move the needle.

Every Chesapeake engagement is built around the four disciplines we've found — in practice, across hundreds of programs — actually separate programs that land from programs that don't.

01

Subject Matter Expertise

PMs who know the technology and operations they're running. Our project managers have worked inside the systems they lead — Epic, M365, Azure, healthcare operations, federal programs — so they catch risk engineers don't flag, challenge vendors credibly, and translate fluently between IT, clinical, and executive audiences.

02

Methodology Flexibility

No two enterprise environments are the same. We help you pick the right delivery approach — waterfall, agile, or hybrid — or we plug seamlessly into the framework and governance you already run. The method serves the program, not the other way around.

03

Responsibility Clarity

Crystal-clear expectations on who owns what, what's needed, and by when. Every task, deliverable, and decision has a named accountable owner and a defined date. Ambiguity is where programs quietly slip — we eliminate it from day one.

04

Communications & Reporting Excellence

Communication and reporting is the glue that holds teams together and moves projects forward. Disciplined cadences, honest status, and executive-grade reporting — so stakeholders are never surprised and the team always knows exactly where they stand.

The domains our PMs bring in the door.

These are the areas where our project managers arrive already fluent in the technology, the systems, and the operations. That depth turns into earlier risk detection, sharper vendor conversations, and programs that land faster.

Healthcare IT

Epic implementations, third-party clinical and operational systems, and the data, integration, reporting, and analytics that knit hospital operations together — from go-live through stabilization.

EPIC · THIRD-PARTY SYSTEMS · INTEGRATION · DATA CONVERSION · INFRASTRUCTURE & CLOUD · REPORTING & ANALYTICS

Supply Chain Management

ERP rollouts and supply chain system implementations, plus the integration, reporting, and analytics layers that turn transactional data into operational intelligence leadership actually uses.

Microsoft

M365, Azure, and Copilot deployments. The platform work that looks routine in a slide and rarely is in practice — especially across acquisitions, tenant consolidations, or regulated environments.

AI Solutions

Standing up AI-enabled workflows and building custom tools on Copilot, Claude, Perplexity, and other leading platforms. We run the program and, when useful, build the solution alongside it.

COPILOT · CLAUDE · PERPLEXITY · AUTOMATION

Project and program leadership, end-to-end.

From the smallest defined project to the largest multi-workstream program — we lead the full arc from discovery through go-live, and we take on the individual pieces clients bring us. Same discipline, scaled to the work.

01 / DISCOVERY & PLANNING

Discovery, Business Case & Vendor Selection

Before a line of code or a PO is signed. We shape the program, build the business case, run the vendor RFP, and set it up to succeed — with honest scope, realistic estimates, and the right partners selected.

  • Discovery workshops and requirements shaping
  • Business case and cost-benefit modeling
  • RFP development, vendor evaluation, and selection
  • Program charter, governance, and baseline plan
02 / PROGRAM & PROJECT DELIVERY

End-to-End Program & Project Management

Full ownership from kickoff through stabilization — whether that's a single defined project or a multi-workstream enterprise program. Scope, schedule, budget, risk, vendors, and steering all held together under one accountable hand.

  • Program and roadmap design
  • Stakeholder, steering, and executive governance
  • Risk, issue, and dependency management
  • Cutover, go-live, and stabilization leadership
03 / RESCUE

Project Recovery & Turnaround

A proven diagnostic process that finds the real problems — scope, plan, people, vendor, or technical — then recalibrates the program and gets it back on track with credibility intact.

  • Rapid independent diagnostic
  • Honest status and stakeholder reset
  • Replanning and scope rationalization
  • Re-execution and vendor re-engagement
04 / TECHNICAL PM

Technical Project Management

Hands-on leadership of migrations, integrations, cutovers, and implementations. Our technical PMs understand the platforms well enough to drive the work, not just track it.

  • Migrations, cutovers, and go-lives
  • Integration and interface management
  • Environment and dress-rehearsal planning
  • Release and change coordination
05 / VENDOR OVERSIGHT

Vendor & Contract Management

Managing SIs, software vendors, and implementation partners on your behalf — with the experience to push back when SOWs slip, change orders balloon, or deliverables drift.

  • SOW and deliverable management
  • SLA and acceptance criteria
  • Vendor escalation and remediation
  • Change order and scope control
06 / PMO

PMO Establishment & Fractional Leadership

Stand up a PMO that actually works — or bring in experienced program leadership at the pace and scale you need, whether that's interim coverage or a dedicated program lead.

  • PMO framework, operating model, and tooling
  • Intake, prioritization, and portfolio reporting
  • Fractional program management
  • PM coaching and mentorship
07 / FLEXIBLE ENGAGEMENT

Plug In Anywhere

Kickoff, mid-flight, or at the brink — we're built to take over at whatever phase the program actually needs help. Requirements stalling, testing unraveling, integration behind schedule, go-live at risk — we land fast, get oriented, and drive forward from day one.

  • Requirements & design phase support
  • QA, testing, and dress-rehearsal leadership
  • Integration and cutover recovery
  • Go-live and stabilization coverage
  • Interim PM at any stage of the program
08 / AI PROGRAMS

AI Project Management

A dedicated engagement for organizations moving AI from conversation to production. We work with leadership to review the landscape of opportunities, pick the priorities worth pursuing, then manage the full delivery process — requirements, implementation, and handoff to support — with hands-on Copilot, Claude, and Perplexity expertise.

  • Leadership opportunity review and portfolio mapping
  • Use case prioritization and business case
  • Requirements gathering and solution design
  • Implementation and change management
  • Stabilization and handoff to internal support

The craft and the method, both practiced to depth.

Great IT project management is the disciplined combination of hard skills and soft skills — applied through whatever methodology the program actually needs. We don't pick sides in methodology debates; we pick what works.

Hard Skills

The discipline of delivery

The rigorous mechanics of program management — the parts that hold the work together when the program gets complex.

  • Scope & WBS definition
  • Schedule & critical path
  • Budget & cost management
  • Risk & issue management
  • Quality & acceptance planning
  • Procurement & contracts
  • Resource & capacity planning
  • Earned value & reporting
  • Dependency mapping
  • Change & release control
Soft Skills

The judgment that lands programs

The human side of project management — what actually determines whether the plan on paper becomes the outcome in reality.

  • Executive communication
  • Stakeholder management
  • Conflict resolution
  • Negotiation & influence
  • Team leadership & coaching
  • Facilitation & decision-forcing
  • Change management
  • Political navigation
  • Clinical & IT translation
  • Vendor & partner management

Waterfall, Agile, or Hybrid — whichever fits your program.

Every organization is different, and so is every program. We help you choose the right delivery approach when that's an open question — or we plug seamlessly into the methodology and ceremonies you already run.

01 / Waterfall

When structure matters

For regulated, compliance-heavy, or fixed-scope programs where sequencing and sign-offs are critical — healthcare go-lives, federal deployments, large implementations.

02 / Agile

When speed matters

For evolving requirements, product-style development, and environments where incremental delivery and fast feedback beat a locked-down plan.

03 / Hybrid

When both matter

The real-world case. Waterfall governance and phase gates at the program level, agile delivery inside each workstream. The combination most enterprise IT actually needs.

04 / Your Framework

When you already have one

If you run SAFe, PRINCE2, Scrum@Scale, or an internal standard — we work inside it. Same discipline, your cadence, your artifacts, your tooling.

Fluent in the tools your teams already run.

We pick up your stack, configure it to the program, and teach your teams to get more out of it. And when the right tool for the job is something you don't have yet, we help you choose.

A project or program in trouble is a diagnostic problem. We have a proven one.

When a project or program stalls, slips, or quietly unravels, the worst thing you can do is guess at the cause. Our rescue engagements start with a structured diagnostic — usually in two to four weeks — that identifies the real issues and produces a concrete recalibration plan.

01 / DIAGNOSE

Rapid Program Audit

Structured interviews with stakeholders, vendors, and team leads. Review of plan, scope, RAID log, financials, and actual delivery artifacts. We separate symptoms from root cause.

02 / DISCLOSE

Honest Status to Leadership

A clear, evidence-based report on where the program actually stands — what's green, what's red, and what's been masked. The hardest step. The one that unlocks the rest.

03 / RECALIBRATE

Replan to Reality

Rebuild the schedule to reflect actual capacity and dependencies. Rationalize scope. Redefine MVP if needed. Reset vendor SOWs and expectations. Produce a plan people can trust.

04 / RE-EXECUTE

Resume with Discipline

Re-engage the team under new cadence and governance. Tighten steering. Install weekly forward-motion metrics. Rebuild credibility with executives through transparent status.

05 / STABILIZE

Lock in the Recovery

Put controls in place so the program doesn't slip backward — change control, quality gates, and the governance muscle to catch drift early. Then hand off to a sustained model.

Think your program might need a rescue?

If you're not sure whether yellow is actually red, we can do a short independent read and tell you straight. Confidentially.

Built by operators. Focused on IT project management.

Most enterprise IT programs don't fail because of the technology. They fail because of the gap between the plan on paper and what actually has to happen inside a complex organization. We've spent our careers closing that gap.

Our leadership has led $100M+ enterprise implementations, run technical programs through go-live, coordinated sprawling vendor ecosystems, and translated between IT, clinical, and executive teams. That experience shapes how we practice.

We built Chesapeake Systems around the pain points we've seen too many times. Organizations spend millions on firms that staff projects with inexperienced consultants learning on the client's dime. Our approach is different: senior practitioners with real enterprise IT experience from day one, deep fluency in the technologies we manage, and a disciplined delivery model that cuts through consulting-style inefficiency.

Based in Baltimore, we serve clients across healthcare, federal, and commercial enterprises — anywhere IT programs carry complexity, regulatory weight, and executive stakes.

Brian Reno
Founder & Managing Partner

Brian founded Chesapeake Systems to build the kind of IT project management practice he wished existed when he was running programs inside enterprise organizations. His background spans two decades of enterprise IT delivery — healthcare, federal, and Microsoft environments — with hands-on leadership on large-scale Epic implementations, M365 migrations, and federal contracting engagements.

Beyond Chesapeake, Brian is an independent researcher with broad interests across software, theoretical physics, and business strategy. That range shapes how he approaches programs: clear systems thinking, strong execution discipline, and a bias toward practical solutions over theater.
